Function isIntersecting

isIntersecting(a: ITimeInterval, b: ITimeInterval): boolean
Returns whether the two ITimeIntervals intersect, with endMs being EXCLUSIVE, ie. not included in the range. If endMs of an interval is undefined, the interval is open and never ends.
