Get the range of segment indexes that should be preloaded based on the given position on the SyncMediaTimeline.
Parameters
- segments: readonly ISyncMediaSegment[]
  All segments in the timeline.
- options: DeepRequired<ISyncMediaPlayerInitOptions>
  The current SyncMediaPlayerOptions.
- segmentIndex: number
  The segment index part of the position.
- offsetMs: number
  The offsetMs part of the position.
Returns [number, number]
The start and end index defining the range to preload. End index is exclusive, meaning that index is not part of the range.
